A warning on conservation policy

Minnesota must dramatically change how the state's natural resources are managed, conserved and funded or face continued degradation of its waters, lands and wildlife habitat, according to a new state report.

A 15-member citizens group charged with reforming the state's conservation efforts finished its report Thursday and plans to submit the findings to Gov. Tim Pawlenty, who created the panel, next week.

The report calls for the creation of an independent commission that would put citizens, not politicians or bureaucrats, at the helm of state conservation programs.
