If Putin objects to having interceptor missiles in surrounding nations to Russia there are two things that can make him much more comfortable.

The first is that the warheads not be nuclear.

The second is the presence of Russian officers as a part of the infrastructure for the interceptor missile command and control system.

If that doesn’t give him confidence that our mission is defense and not offense than nothing will.

If we can get the Bush Administration to pay attention to something other than war with Iran they might just pull off the needed agreements with Russia.

Here is a good chance to show Russia that this is not the Cuban Missile Crisis being played over again.
