Sounds to me like a modern version of England’s Enclosure Acts which consolidated and fenced off the commons for private profit-making. I also had the effect of displacing the peasants off the land to become feckless laborers for the newly minted industrialists.

This is also an example of the encroachment of public space for private use, the same as using the power of emminent domain to put land in the hands of commercial developers. It would be like putting a sign on a sidewalk that says “keep off” or charging a fee to go into a library. Feh.
