FAIRMONT, Minn. — Gov. Tim Pawlenty's signature economic development program to prop up struggling areas in greater Minnesota is under fire in the Legislature and is running into problems in the field as well.

The Job Opportunity Building Zones program, dubbed JOBZ, extends breaks in most state taxes for businesses that invest in places where jobs are scarce.
