How the vouchers would work

• Families in Minneapolis and St. Paul that make less than $47,100 a year would be eligible.
• The state would issue vouchers, or checks that must be turned over to the school where children enroll.
• The maximum amount would be $4,601.
• No more than 10 percent of a district’s student body could get vouchers. If more than that apply, there would be a lottery.
• Voucher students would have to participate in state testing.
• The Minneapolis and St. Paul school districts would not lose student aid the first year for voucher students, but that funding would be phased out by the fourth year.
