JOBZ is gone but maybe not for long

Gov. Tim Pawlenty's outstate jobs program, seemingly dead in the water after a Senate vote, has plenty of supporters determined to keep it afloat despite complaints that it awards tax breaks to businesses that don't need them.
Critics argue that the JOBZ program, originally intended to help economically struggling areas, too often ignores them while giving the tax breaks to companies in thriving cities and regions.
But by spreading subsidies to many legislative districts, the program has won support from a significant minority of DFLers as well as Republicans -- support that could ultimately keep the program from sinking.
