There are a couple things that need to be addressed; one would be verification of residency and the other would be registration.  Then there is also the mater of availability of email.  As I understand it, most military personnel in Iraq and other duty stations don’t have ready access to email.  At some duty stations they have to use computers at service club which charge a fee per hour to use.  This usually runs about three dollars an hour. Would some consider the fee to be a poll tax?
