The latest: Negotiations continued off and on throughout Thursday among legislative leaders and Gov Tim Pawlenty. Progress but no breakthrough was reported.

Coming up: Cautious confidence was growing around the Capitol that an overall agreement to resolve the budget issues and end the session is within sight.
