Gov. Tim Pawlenty on Monday appointed Cal Ludeman as acting commissioner of the state Department of Human Services and Brad Moore as acting Minnesota Pollution Control Agency commissioner.

Ludeman, 55, a farmer and former state legislator from Tracy, Minn., has been state employee relations commissioner since Pawlenty appointed him shortly after taking office in January 2003. In that post, he has negotiated and administered labor agreements and compensation plans for 36,250 state employees.

At Human Services, Ludeman will head the largest state agency with a biennial budget of $17.8 billion and about 7,000 employees. It provides health care, welfare and social services to more than 1 million low-income, elderly and disabled Minnesotans. He succeeds Kevin Goodno, who resigned earlier this month.

Moore, 45, of Mahtomedi currently is the assistant state commissioner of natural resources, where he oversees seven divisions, including enforcement, ecological services, waters, lands and minerals. He has worked for the DNR since 1988.

At the MPCA, Moore will succeed Sheryl Corrigan, who resigned last month. The agency’s job is to protect the state’s air, land and water. It has a $303 million biennial budget and about 750 employees.

Pawlenty spokesman Brian McClung said the governor expects Ludeman and Moore to serve in their new positions through the end of the year, when Pawlenty’s current term expires. He said Pawlenty also would appoint an acting commissioner of employee relations.
