The eminent-domain debate enters an important phase today when a House-Senate conference committee tries to blend bills that change current law. The meeting will take place at 1 p.m.

Each of the bills defines and modifies the circumstances under which the government is allowed to seize private property. But there are differences in the two bills that will need to be ironed out before a compromise proposal can be voted on by each chamber of the Legislature.
