Behaving in character, Mr. Bush flew to India-Pakistan and worked overtime to cause a splintering among the two nations where both have nuclear arms and who are in opposition to one another over Kashmir.
India gets a nuclear deal with the U.S. and the U.S. gave Pakistan thanks for their help in hunting al Qaeda but no equivalent nuclear deal.
That of course angers the Pakistani’s who feel slighted and now they have a new motive to become an ICBM card carrying member of the nuclear proliferation club. Mr. Bush tilted the balance of power, destroyed detente, and gave advantage to India. That will provoke a Pakistani response. Perhaps the Bush strategy is to get these two nations at each others throat and unstable? Who knows—including Mr. Bush?
Meanwhile back in the USA Congress is angry that Mr. Bush is hurting the nuclear non-proliferation efforts of American foreign diplomacy—a six decade long effort that he has left in total tatters. Every president of the U.S. who has held that office has worked hard to assure nuclear non-proliferation but it took Mr. Bush to blow the deal.

Presently Russia is running a crash course in diplomacy for Hamas who is in need of diplomatic training. Mr. Bush and Condoleeza Rice both need to enroll in this course. They badly need the training.
