Aids to local governments: $75 million in 2009 (plus $18 million in county and townships aid for 2008-09) and at least $70 million in 2010.

Property-tax refund increases: $33 million for 2009 and similar amounts in 2010 and 2011.

Thomson West: Sales-tax exemption for expansion of legal publisher's Eagan campus.

Mall of America: Provisions to allow public subsidies of the mall's "Phase II" expansion.

Convention Bond: A $39 million guarantee that local funds will be raised for the 2008 Republican National Convention, which will be held in September in St. Paul and Minneapolis.

Tightened corporate tax breaks: $125 million would have been raised in 2008-09 and $182 million in 2010-11.
